Can't access app store on ios10.3

Hi guys,

I've got a strange problem with accessing the app store. I'm on an iPhone 6 with ios10.3.

I can ONLY access and instal apps when I'm on my home wifi network. If I'm outside on my data or even on somebody else's wifi network I can't access the app store.

This is driving me nuts!
