I’d really like to get a HomePod, but one thing holding me back is being unsure whether I can replicate the Echo/Echo Spot setup I have in my living room and bedroom. Are there any cheap companion speakers that could effectively serve as a mic for the HomePod in another room, or is an iPhone the only current option?

No. But why not just use the Echo’s in conjunction with the HomePod? They both have their place.

iPhone, iPad, Mac, AppleTV, and Watch can all control Home accessories. But really, if you want the HomePod to play music and you want to control it from anywhere, the best way is to play the music from your iPhone and Airplay it to the HomePod.
