I currently have El Capitan and I downloaded High Sierra from Apple, but when I go to install it I dont see any changes. Am I installing it incorrectly (I just double clicked the pkg file)? I don't remember having this much trouble upgrading in the past. I want to use HS so I can run some FCP plugs that don't work on any earlier OS.

pkg file?? Where did it come from?
Apple's instructions has you download the full "Install macOS High Sierra.app" from the App Store to the Applications folder:
The High Sierra installer app will automatically launch after the download is completed.
