iCloud storage won't shrink or sync after deleting photos?

So I just have the basic 5GB of iCloud storage space for photos and my backup. Usually when it starts to fill I just download a bunch of pictures to my laptop and then delete them off iCloud, then in turn they'll automatically delete off my phone. My storage filled up to 4.8GB out of my 5GB available and stopped syncing. I deleted about 1000 photos off my iCloud and since it wouldn't sync up, also from my phone separately. It stills says I'm stuck at 4.8GB for some reason and won't reset. In addition to that I keep trying to upgrade my storage space and my phone literally does nothing at all when I click upgrade. Anybody have any idea on how to fix this? It's an iPhone 7 w/ iOS 13.1.3
