I haven't owned an iPhone since the 7 Plus, but would totally pick up an 11 Pro Max if a stable JB comes out.
So will 13.1.1 be Jailbreaked with this new exploit ? Or any version of iOS 13?

No idea about a jailbreak for iOS 13. They are probably working on one.
However, keep in mind that this new bootroom exploit does not work on devices newer than the iPhone X. So, any jailbreak you get for an iPhone 11 is not going to be through this exploit.
Amazing. The CoolBooter tweak should make use of this. Imaging being able to downgrade any jailbroken A4 - A11 device to whatever firmware you like.
