"Last used" app stays onscreen until dismissed

No matter what setting I choose (I have it set to leave "within two minutes", but I have toggled through the other settings: while in session, etc) my last used app stays on the watch face. I always have to press the crown to take me out of the app. Anyone else seeing this? I have a S4 running WatchOS 6.1
