Mac and iOS developer program sign up question

I having hard time sign up for the apple developer program.My question is i made a apple id and i not sure what are the step to sign up.I went to where i sign up but i sign in and ask me to change my password for the sign up i thought that was odd.


I hope someone can help me.:)
