Just a data point. 2015 MacBook Pro running 10.11.6 and latest version of Fusion. Have a VM running 10.12.6 DP1. First tried to update the VM to 10.13 and convert to APFS. After about 30 minutes got a black screen which said "no OS present".
Reverted to a prior snapshot and tried the update again, this time not checking the APFS box. Update went fine - even installed VMware Tools with no issue.
So if anyone else wants to try it - I recommend not checking the APFS box and it should work.
