2007 Macbook flashes white screen once then stops responding to input, and no screen output. But Sleep indicator is on and the fans spin.

I recently got this 2007 Macbook (black). I bought it for parts or not working but i noticed most of the laptop looked perfect and the lcd was not broken.

But then when turned on, the macbook just flashes ONCE on a white screen, and then never responds to input. and does not give output. I tried an SMC reset and PRAM reset.

Bad HDD? Bad Logic Board?

NOTE: I have tried with and without the battery. Also, sometimes the CD rom spins. and there is no boot chime.
