Hi.

I’m looking for a piece of software or an app which will allow me to set up basic figures and setting for storyboarding in 3d, ... really basic. Say preset templates for male & female figures and basic rooms, add a door, a window, a table or bed block etc. drag & drop objects, drag to scale/rotate, position limbs etc.

Ideally I’d then be able to take a shot at whatever angle & magnification I choose, and I can draw in details and add directions on top.

Lighting doesn’t matter too much, I just need the very basics, without having to get into the nuts & bolts of 3d modelling.

Any suggestions? Thanks.

While it's been some time ago, that I've been using that kind of software, either Poser or DAZ Studio is probably the closest match to your needs. Take into account that DAZ Studio is free and quite powerful, but you'll find yourself soon at a marketplace that offers all kinds of paid properties like characters, clothes or scenes. I know that even professional 3D artists sometimes tend to use Poser or DAZ Studio for quick setups.
However, in the long run, I recommend to dive into real 3D modeling with the great Open Source software Blender https://www.blender.org and create your own stuff, maybe with the help of Makehuman characters.
