Update: Apple has now confirmed the problem with the release of iOS 9.0.2 where it is mentioned in the changelog: “Fixes an issue with the setting to turn on or off app cellular data usage”. Sadly immediate user feedback is this latest update hasn’t fixed the bug for many users.
