Universal A Photo library app that uses iCloud as storage space?

Hi,

Recently I am collecting lots of photos from Twitter. I usually save them to either Notes or Photos but neither of them are suitable. In Notes I cannot browse nicely between them, and in Photos they clutter my personal photos.
Indeed there are alternative for this like Droplr; but since I am already paying for iCloud I rather not to pay for some other service. Is there any photo library app that let me collect photos and use iCloud as storage space?

I don't think there's an app for that. Maybe you could work with iCloud Drive? Make a few folders and upload the images with the "upload to iCloud" button?

That works but I still have the browsing problem.
