A process called "cloudd" constantly consuming huge CPU resource

its now Nov 2023 and Cloudd and Bird still continue to consume large amounts of cpu and power.
I don't recall seeing this prior to Sonoma, so maybe Apple fixed it for a few releases and then broke it again.
In any case I'm looking for a way to throttle both processes when I use the machine, and then unthrottle them when I'm not using the machine.
