Hello! I have developed a device that connect with iPhone via Bluetooth. Now I need in iPhone programm, but in my device I use Bluetooth 3.0 and I have to join in Apple's MFi programm. How much it will cost? And if I will use Blutooth 4.0, I don't have to join in Apple's MFi programm?

Your device will need to pass a standard series of third-party tests to demonstrate that it won't interfere with the iOS hardware, etc., and you will need to pay a testing provider to perform these.

I'd budget about $20,000 - $80,000 total to get a simpler accessory to a production-ready design, depending on the complexity of the electronics, whether or not you use outside contractors for design, etc.

You're right that if you use Bluetooth 4.0 Low Energy, you don't need to join Mfi. It has to be the Low Energy variant of Bluetooth 4 though.
