I just upgraded my macOS from 10.13. to 10.14 and then put the entire boot drive (with apps, etc) onto an NVMe drive. So now the NEW drive only has Time Machine back-ups from the day it was created. Is there a way I can still access the Time Machine back-ups of the old 10.13 HD on my Mac Pro 5,1 without that drive being installed?

If it is NVMe, you can get a NVMe to USB enclosure and treat it as an external SSD to access files. For example, this one. I have not tried it myself and I assume you would need a USB-C to USB-A adapter if you use this with your Mac Pro 5,1 (as stated in your signature).
