All Devices Add songs on iDevice directly from other sources?

In iOS 13, are we able to add songs to the Music app yet (that aren’t purchased from iTunes)? I buy songs from Amazon but their music player stinks.

i know I can do this on my Mac but was hoping I can do this all on my iPad.
