Hello! I'm wondering if anyone else is observing this behavior or has a workaround.
When I try to open an .ics file to add it to my calendar, Calendar.app only gives me the option to create a new calendar:

This happens on two completely separate installations of macOS Big Sur, one set up with my Apple ID and using iCloud calendars, and one set up without an Apple ID and using Exchange calendars. Both have a single primary calendar, and are subscribed to some other (uneditable) calendars.
