So I just tried to plug in two external NVMe enclosures (one in each port) and only one would come on. If I unplugged it the other came on. Can the MBA 15 M2 only power one enclosure at a time?!

Power output on MBA should be 15 W on first port, 7.5 W on second port according to minimum requirements for USB4.
What are the stated requirements for your enclosures? You might have to use a powered USB-hub to be able to use them simultaneously.
