Does your computer(s) have to be on in order for AppleTV to be able to do anything? In other words, if I want to watch one of my iTunes downloaded TV shows, do I have to go into my bedroom and turn on my computer and then back to the living room and use the AppleTV? Or, does the sync feature copy everything to the AppleTV hard drive?

The Apple TV has a 40GB Hard Drive. You can sync against an iTunes Library (Windows or Mac) and stream from 5 other ITunes libraries/PCs/Macs.

For many of us the 40GB wont be enough, so you will have the option of syncing the last x films, just like with an iPod.
