Guessing no but wanted to ask.

If not which one has the most stable minimum data speed and how low in your opinion is the minimum ? If it is even possible to guarantee.

No, no carrier guarantees a minimum speed. They do guarantee however, that if you hit the data cap on "unlimited" plans, your connection speed will be limited to 128 Kb/s or 256 Kb/s

Verizon and T-Mobile is 600 Kbps more than enough.

128 Kbps or 256 Kbps is unusable even for a Uber rider.

I guess this is the reason why too it is important to have a hard line ISP too.

To not use 4g lte or 5g data as a main source of internet unless you absolutely have to.
