High Sierra Server has become a deprecated mess. I am considering just reverting my server to Sierra to get a full set of functionality administered with one Server app.

Totally agree. In fact that's why I didn't even bother to upgrade. I guess this is the EOL for the OSX Server.
I'll stay with the last usable version as long as possible.
This is going to be a bit of a PITA, since I have an SSD in my mini server and it was converted to APFS.
Oh well...
