Are you running iOS 12 on an iPhone or iPad? Have you tried recording a memo and see where it's being saved?

Ah, just looked in the release notes and it says:

• Sharing and editing in Voice Memos is unavailable in macOS 10.14 beta.

It doesn't specify syncing per se but it sounds like it's definitely a work-in-progress in beta 1.

Voice Memos as a whole seems very buggy to me at the moment (as expected). There doesn't seem to be a way to delete memos once they're recorded, and the UI has gone blank for me on more than a few occasions.
