The Backup.backups folder (on my Time Machine disk) is sandboxed in a new way.

All third party apps (I have tried Path Finder, Command one, BackupLoupe, BBEdit, Atom) are blocked from reading or opening anything inside the Bckup.backups folder.

All Apple apps (e.g. Finder, Books, Mail) are able to access TM Backup.backups.

The same TM disk attached to a 10.13.5 Mac does allow access to the Backup.backups folder.

I assume this is a deliberate change by Apple. Does anyone know how to get around it (or what the apps need to do)?

ya with Path Finder, Command one, BackupLoupe, BBEdit, Atom go to System preferences then security and privacy then full disk Access
