After updating High Sierra to Mojave I am unable to sign on to the App Store. It takes my password but does nothing. I have tried everything including CMD+R and reinstalling Mojave. The only way around this is creating a new account with Administrator permissions and entering App Store and downloading the app you want. Not an easy way. I have contacted support and waiting for engineers to respond. I believe there are others with the same problem.
