Usually something highlighted blue denotes it can be clicked on. For the left hand section though, blue highlights what's selected, in this case 'Paid', while 'Top Grossing' is selectable but grey.
I noticed this in iOS 7. Thought they'd maybe re think it for iOS 8, but I guess not.
