App Store launches omits own showing me games to buy

I'll be using tapatalk app to read forums, or I'll be in Chrome browser and out if the blue the App Store will launch and get me to buy a game.

I have cleared tapatalk cache, and cleared all history, cookies, etc from chrome. Also deleted and reinstalled chrome.

Basically some ads that appear in some apps and/or some web sites are coded to do this. Apple so far, after all this time, hasn't addressed it for some reason to disable it from doing it automatically or at least by giving users some control over it.
