iPhone App store not working

I'm running the latest iOS9 public beta on my iPhone 6 Plus and the app store no longer loads. The updates section is the only section that shows anything. The other sections (featured, top charts, explore, and search) show nothing. It is just blank pages.

In addition, when I go to the updates tab, purchased, not on this iPhone, nothing will install. I click the download cloud and it tries to download and says something like "unable to download app".

I have done reboots to no avail. Any suggestions outside of a restore?

Well this is great, I can't even restore my phone. I go to erase it and I get an iCloud error. I also get an error when trying to do it in itunes.

How can I erase this if my phone or itunes won't let me do it?

You can try recovery or DFU mode.
