In Books it’s possible to remove the Book Store section through the Allowed Apps settings..

Since Arcade is now a major focus of iOS, I don’t think we will see that tab going away.

If anything as Apple becomes more of a services company they will make them more and more intrusive, obnoxious and un-killable.
