I do not use apple news. Not on my phone, and I didn't even know it was on my Mac until this morning. I woke up to the App presenting notificaitons and a window asking me to configure it. I didn't open it, I didn't prompt in anyway. I closed the app, I turned off the notifications, and they keep popping up. I can delete it.
