You can, but you’ll have to change the region associated to your Apple ID. Be aware that you can use a distinct Apple ID for your device and for your App Store, because in changing region, some apps that you have may or may not be avaible

Also changing regions has a 90 day waiting timeout to change the device back to the original region, I have a Japan itunes account and after a while apple let this slide unnoticed where I could purchase said region's gift cards, add it and buy their content and switch back and forth on my devices, some countries get more of course exclusive content, then they put a stop to it because of copyright and region reasons of course, if you change your device to a different one, you can't log in with your original region after 90days... you can talk to an apple support specialist if it's your first time but it can get your account banned if you do it multiple times, so I just stopped...
