I recently purchased an I7. I played with all the settings wallet and such and was able to add several cards. I then got home that night and did a phone restore using my older I5s back up that had all my stuff through Itunes. Since that the only issue I get is when trying to add a car to Apple Pay I get a can not connect to apple pay, please check your internet connecting. I have verified I am on cell connection and also wifi but still no luck.

I appreciate any help.

Have thought of just doing a complete wipe and start it out as a new phone again and just manually add my apps back in.

You've done it backwards. You should have restored the backup then add the cards back on. Which is what I would now recommend.
