So I've been battling with the M2 iPad Pro I bought last year. My handwriting is terrible on it. Figure shapes are way off and I keep getting extra strokes when I lift. It's pretty good on paper and was 100% fine on my 2018 iPad Pro. The problem persists across Goodnotes and Freeform.
Woke up at 3AM with an epiphany, turned off hover in the pencil settings and wrote some notes. Problem solved!
