Apple thunderbolt 4 cable does it have an Intel controller ?

Hello I have a question about the Apple Thunderbolt 4 Cable (1.8m). I have an Intel certified Amazon thunderbolt 4 cable and I’ve noticed that I get faster transfer speeds on my external M.2 to SSD than the official Apple thunderbolt 4 cable is this because the Amazon thunderbolt 4 cable has Intel controller built in? And the Apple thunderbolt 4 cable doesn’t have an controller built in ?
