Apple produces hardware at a far greater scale than Google does, and of course a lot of that is in China. But Google Pixel phones are made in China too, at least for now.
Pretty sure this is an empty threat. Apple just has so much going for them in China, they wouldn't want to throw any true negatives against anything that could hurt their bottom line.
Everyone needs to stop doing business with China. My work used to deal with Chinese companies, but they were always constantly dishonest and trying to cheat us, so we went with local companies instead. You pay more, but it's not worth the aggravation. Not surprised at all that these companies are trying to do something shady.
Simple: Apple please let us know if you suspect an app is flouting the rules in an App Store warning and then we won't download the app.

At this juncture in history Apple just needs to build China specific devices in their own walled garden. Apple gets to stay in the Chinese market while those in the west that value privacy and security are not forced into trade offs for a market we do not wish to be a part of.

From what I gather, Google dropped out because they basically got shut down by the great firewall years ago. Even then, they appear to be trying to start back up under a different arrangement. These big corporations can't leave these large markets alone. It's just sad how all they seem to shift their ethics to accommodate whatever suits them best. We're all playing with snakes, I'm afraid.
Understood, but I meant that Google does not operate the Google Play Store in China (nor Google Search for that matter).
Chinese app developers are reliant on Apple to make money, so seems that Apple has the leverage here.
But maybe that argument only works when you're alleging antitrust violations.
So you're ok with being tracked on a Mac or PC, and therefore have no problem with continuing that state of affairs on every device you own.

Would it be possible for Apple to design iOS to generate burner identifiers apps see? Something the user turns on. That way even if apps circumvent the rules. They don’t know if they are seeing the real identifiers or the burner identifiers the phones generated for the app.

No, you can't fake an IMEI. For one, it's illegal, and second, there are legitimate uses for an IMEI.
