Apple Watch series 9 freezes and no excessive noise notifications

i have an Apple Watch series 9 on the latest software version and around once a week it will completely freeze while I attempt to look at a notification, also for some reason it never notifies me of excessive noise either, my previous series 8 always alerted me whenever I dry my hands using an air dryer, but the series 9 does nothing even if I put the watch right into the dryer. The noise setting is enabled as well.

it has been unpaired and re-paired as well.

any ideas please.
