Application "/" - What is it?

I have Norton Internet Security installed and have configured my settings to ask permission for all apps wanting to access the internet.

Intermittently, NIS says "Application "/" is attempting to access the internet. Do you want to allow it?" or something to that effect.

What is Application "/"?
