Apps display on Watch face

I'm puzzled. Lots of pictures show the native apps in a cluster on the screen, with much smaller app icons around the central cluster. How is that achieved?

It's just a zoom level. The apps currently centered on the screen are shown larger than the ones on the periphery of the current view.

My icons are all the same relative size, whatever the zoom level.

I think it's an accessibility setting on the phone. Something about reducing motion I think.

Got it! It's when Reduce Motion is turned off in Accessibility.
