I haven't pinpointed the exact circumstances when this starts, but after running my Mac Pro for a while and running lots of apps, it seems like it won't allow me to launch new apps. Icons just bounce in the dock then disappear.
If I log out and log back in again, it resets.
I have no third party add-ons installed, but I do have Xcode installed.
