Apps not working on touch screen

Hey guys, not sure what caused my iPod to be like this. Basically the touch screen works but when I select an app nothing happens, the springboard will change but no apps load up. Also at the top right screen it says No Service instead of iPod. Not sure what was installed through Installer cuz my cousin was messing around with it. Any Ideas on ways to fix it?

Kill your cousin. Restore your iPod.
