iPhone XS 'Backups' total seems twice the size it should be.....

I have had a problem the last 2 days as my iPhone will no longer do a backup.
When I look at the 'Manage Account Storage' my 'Backups' say they are 23.2GB - this seems to have very recently almost doubled and as a result i have now more than 50GB trying to get in my iCloud account .
When I click on Backups it details 2 devices, my iPhone at 10.7GB any my iPad at 1.8GB, it lists Documents and Data as 12.5GB.

Any ideas why 'Backups' are totalling 23.2GB?

Conflicting and inaccurate file size reporting is an iOS hallmark. That’s just how it is — baffling.
