Apple's way of determining battery health is not exactly accurate.

It might be different if you restore the phone. My XR on iOS 12 had 99%, then a couple of months later on iOS 13 it was suddenly 94%. Did a software restore and it's now at 97%.

So yeah, not exactly reliable.

It’s not just Apple’s way, any battery health meter is incorrect because there’s no way to accurately measure the chemical reaction happening within the battery. It’s always a guesstimate.
