I am on 9.3.3 and the jailbreak on this does not work. Should I upgrade / downgrade to a particular version if I want jailbreak? Which OS version is best for JB on ipad mini 2 ?

You won't be able to downgrade your OS as Apple don't sign it anymore and you can't upgrade as there is no JB for it yet
