I mean everything Adobe comes directly to mind - but, depending on the kind of document, there are a lot of options. What exactly do you want to do? Home or professional application?

When Adobe comes to my mind, I think bloat. Preview does just about everything except it can't create Tables of Contents.

I agree with @Slartibart here - more information is needed to answer your question helpfully. The 'best' PDF application is completely contingent on your needs. I have an Acrobat Professional subscription which is indispensable for some things, but I primarily use PDF Viewer for annotations.

A useful clarifying question would be - what do you want/need to do that you can't do in Preview?

Tough question!
After experiments, I use Zotero and Microsoft 365. I have payed like 20$ to help Zotero's project and Microsoft license is free for students in my University.
