as of now 1:48pm PST, App Store server is having an issue where it wont let users to download or even purchase app.
If you try to purchase paid apps, it'll charge your card/iTunes credit but gives you error afterwards.
I been charged 3 times trying to purchase $6.99 app(total $20.97) and still doesn't recognize that i own the app.
I spoke to supervisor of iTunes support, they said they have to send this issue to their engineer team to get my money back. Which takes about 5 business days.
So try to avoid purchasing any apps for the moment. And if you want to know if they fixed the server issue, safest way is either try to purchase free app or update existing apps. If you are able to update, then problem should be gone.
