To make a long story short, I was in the middle of downloading the update 9.2.1 but I restarted my iPhone 5s by holding the home and lock buttons because I did not have the time to update and now my iPhone just loops the apple logo and blue screen over and over again. My computer doesn't even detect my phone when I plug it in. I've tried a bunch of solutions but none have worked for me. Is there away to restore my phone without access to the settings menu or a computer?

I second bcave, you should never, EVER interrupt the update process. Follow the directions to put the phone into DPU mode, which is hardware recovery mode, and see if it shows up in iTunes. If it doesn't, then you may have bricked your phone and will have to replace it.
