General Bookmarks, various devices??

I have two iPads and an iPhone. The bookmarks I manage on my phone, but it is not updating to the iPads. Aren't they suppose to update across all devices?

All devices must be on same iCloud ID (Apple ID) and in Settings - iCloud - Safari must be set to on.

Unless you are not using Mavericks (Mac - as Mavericks removes Sync Services eliminating the Info Tab along with Bookmarks in iTunes) or a PC and iTunes
