Is it possible to boot my M1 MBP in Windows that are installed on an external hard HDD thats in an enclosure?

There is no way to boot an Apple Silicon Mac into Windows, whether it’d be installed on an internal or external disk. You need to use virtualization with apps like Parallels Desktop, VMware Fusion, or UTM. For those it doesn’t matter where you have the virtual machine file saved.

If i use a Late2009 MacMini, thats using ElCap, will i be able to do what i want? Always using a bootable HDD :)

In which case you might as well virtualise it in Parallels. Boot Camp is a limited solution that has a lot of gotchas for external boot.
