Seller said it had Good ESN and could be unlocked received phone and has outstanding bill. Verizon says its my responsibility to pay it. What are my options? I'm not afraid to attempt to force unlock with software. I've already jailbroken with Pangu. And tried many alternatives. Anything else?

First, I have no clue why someone would pay $250 for a 4 1/2 year old phone. The iPhone 4 usually sells for $90-100 on eBay. Second, I would contact the seller through Swappa and PayPal and file a dispute to return the phone and get your money back. Then buy one on eBay or even Swappa, for much cheaper than $250. You could even buy a 5 or 5c for $250.

That's not even worth $80.
Return it and get your money back. Not only you got majorly screwed on the price it has a bad esn and you can't even use it.
Send it back and do some research next time before you buy stuff.
I got a 2003 moto razr for sale for you for the amazing price of $350.

Dude totally scammed you, Verizon iPhone 4's CANNOT be unlocked. You don't really have any options but if I were you, I'd try to get the money back if you can. Hopefully you did it via eBay/Paypal. And $250 is way too much for a 4-year-old phone.
