Bug: Adding Printer / Administrator vs Standard user question

Adding a printer is a security question on my opinion. This said, on my opinion it should require
and administrator account to add a new printer. The Standard user without the rights to administer the puter
should not be allowed. That's my opinion.

I do expect a fully functional OS X 10.14.7 installer with all the bugfixes ... asap.
