iPhone Bug?? Text messages/iMessage going directly to Apple Watch and not showing on iPhone

I was on iOS 13.1 beta 4 on iPhone XS Max. Bought new iPhone 11 pro and restored from my beta 4 backup. Since then I’ve been having issues receiving text messages and iMessages when wearing my Apple Watch. Messages go directly to my Apple Watch instead of my iPhone when iPhone is on and being actively used. It’s suppose to go to iPhone and not the Apple Watch. This is happening frequently and I can’t pinpoint the issue. I’m also having issues with sound notifications being too loud or too soft even though they’re set at the appropriate volume level. I tried resetting network settings, removing and reinstalling SIM card, resetting phone multiple times, resetting Apple Watch multiple times. Anyone else having similar issues with message notifications? I was hoping the iOS 13.1 update today would fix it but it did not.
